Community Development through MPLAD

 

The MPLAD creates the oneness of certain villages to demand for creating the Gram Assets. This motivates them to come in a group having representation of different sections of the people when they initiate the demand from Member of Parliament . This motivation should further continue during the construction and maintenance of the property . This is found deficient in many of the villages as there is no further connectivity with the assets. One of the reasons is that the President or local group leader enmical to him will create a problem in the event of allowing community management. Hence the President treats the property of Panchayat and officialise the Contol of the asset. This leads to neglect and un-attended property of the community Sait is treated as Panchayat or Government property as the duty of maintenance shifted from the people to Panchayat / Government . The people will feel the maintenance and upkeep of the property is the problem of the Government and revenue generated through that property goes into the Panchayat and there is no rule framed and enforced for maintenance . The net result is the tax payers money is wasted as the assets created through the MPLAD becomes a liability for the community.

 

Community Participation and Governance :

 

Community Participation in the initial stage is used by the Panchayat President but the contribution of the community is the further need to continue the community participation by creating the community feeling of investment in creation of asset. Another part of community feeling creating activity is the maintenance and accountability . This part shows the continued attention and feeling the that the property is owned by the community and not the Government . If this involvement of the community is maintained by regular discussion and decision of the community the assets will be looked after as prestige of the community. There is a problem in coming to the consensus in the initial stage if the communal property is possessed by some interested groups violating the government rules and regulation or the interested party things that the creation of the community property will empower another sect of the people. This initial reservation continues during the course of the maintaining the property also. This continued shadow of deadlock will end up handing over the property to the Panchayat Administration in turn to Government control which will automatically leads to rules and regulation and neglect & decay of the asset.

 

Remedy is to creat the community Management:

 

The remedy can be the creation of continued observation and possessiveness by the community . To have the community observation need the practical possessive right to the community. The possessive right is the factual physical possession by the community. The legal possession should follow on the basis of continuous possession . How to make these two stages of possession is based on the pragmatic approach . This will lead to study the other community needs of the people who intend to go for community control of the property. There are many interesting cases to prove that allowing the community interest to ‘ possess and manage ‘ will lead to handing over the asset to the individual or a sect of community who are more powerfully than the others who live in the community. This makes ‘possess and Manage’ can be handed over to a class of people by the consent of the community and the community should have the over all right to participate in the effort of ‘possess and manage’.
